Deputy Minister of Justice Levon Balyan made an opening speech at the session of the Juvenile Justice Council.

Levon Balyan thanked Mrs. Victoria Ohanyan, the representative of the UNICEF in Armenia, for the great contribution to the establishment of the Juvenile Justice Council.

The Deputy Minister noted that in recent years, the Government pays great attention to the establishment and improvement of institutional systems for the protection of the rights and legal interests of minors (children) who interact with the law. According to the Deputy Minister, a vivid example of all this can be the adoption of the new Criminal, Criminal Procedure and Penitentiary Codes, which came into force in 2022, where the protection of the best interests of the child is in the first place.

Levon Balyan emphasized that in today's rapidly changing world, where physical and virtual boundaries are erased as a result of the rapid development of digital technologies, the protection of the best interests of the child becomes an important issue, because due to the child's psychophysiological characteristics, the latter is always in a vulnerable position when interacting with adults.

According to the Deputy Minister, the activity of the Juvenile Justice Council is aimed at ensuring the protection of the best interests of the child, thanks to multi-sectoral cooperation.
