The final session of the council coordinating the implementation of the 2020-2022 Action Plan arising from the Human Rights Protection National Strategy was held under the chairmanship of Deputy Minister Karen Karapetyan.

The meeting was attended by Silya Kasman, deputy head of the cooperation section of the EU delegation in Armenia, Natia Natsvlishvili, UNDP permanent representative, representatives of stakeholder state agencies and civil society.

The Deputy Minister of Justice referred to the issues facing Armenia in the field of human rights, related to the Azerbaijani aggression.

Karen Karapetyan emphasized that at the final session, it is planned to discuss the performance of the interventions provided by the points assigned to their structures by the departments concerned during the previous 3 years, particularly referring to the achievements and the process of developing the HRP 2023-2025 action plan and the upcoming tasks.

The Deputy Minister highly appreciated the participation of the interested state authorities and representatives of civil society in order to fix more targeted measures and measurable results in the upcoming Plan.

Achievements related to the implementation of the measures related to the jurisdiction of the Ministry of Justice were presented: the adoption of the RA Criminal and Criminal Procedure Codes, the introduction of child-centered regulations in said Codes, the training of candidates for judges, investigators, prosecutors carried out through the Justice Academy.

In addition to the completed works, unimplemented measures were presented, the main reasons of which were determined by the consequences of the coronavirus pandemic, the 44-day war of 2020, and the aggression unleashed against the sovereign territory of the Republic of Armenia in September 2022.

Subsequently, the member agencies of the coordinating council presented the results of the implementation of measures related to their jurisdiction and the obstacles that have arisen.

The meeting continued with a brief presentation of the draft 2023-2025 Action Plan. The draft document has already been submitted for public discussion on the e-draft platform. In addition, two sessions of official public discussions will be organized before the end of March.

This event was organized within the framework of the "Accountable Institutions and Human Rights Protection in Armenia" project, which is funded by the European Union and implemented through the collaboration with the United Nations Development Program (UNDP), UNICEF, the UN Population Fund and the OSCE.
