The adoption of the Concept Paper is conditioned by the need for guaranteeing the rights of persons within penitentiary institutions to health protection and medical assistance enshrined by the Constitution and laws, improving the legal regulations regarding medical services provided within penitentiary institutions of the Republic of Armenia, as well as bringing the Concept Paper in line with the international commitments assumed by the Republic of Armenia and the existing international best practice.

The Minister expressed hope that the visit of the delegation to Armenia would further strengthen the existing partnership in the justice sector. Stressing the importance of the achievements that Georgia has made in the probation sector, Arpine Hovhannisyan emphasised the need for exchange of experience and effective co-operation.
