Final public discussion of the package for establishing the Ministry of Internal Affairs takes place upon the initiative of the Ministry of Justice; the package will be submitted to the Government

Deputy Minister of Justice Arpine Sargsyan delivered an opening speech at the final public discussion of the package for establishing the Ministry of Internal Affairs and noted that the legislative initiative was developed by the logic that the Ministry of Internal Affairs shall unify under its roof the Ministry of Emergency Situations, the Police and the Migration Service.

She emphasised that the legislative solutions, including those typical to the transitional time period, were given so that not to ensure the mechanical unification of the institutions being unified, but to really establish a new ministry, through which it will be possible to ensure the effective management in crisis situations.

Sargsyan also stated that before ensuring the full formation of the Ministry of Internal Affairs, and the arrangements were selected so that we do not have even one-minute interruption of the functions of the institutions being unified.

Within the framework of the public discussion, Deputy Minister Sargsyan also presented the scenario of formation of the Ministry of Internal Affairs, the process of unification of the institutions being unified, and the regulations on ensuring the social guarantees for the employees of the institutions being unified and the chronological order of the transitional period.

Sargsyan stated that the legislative initiative provides the further directions of the reform package, which will assume amendments both in the legislative and the functional frameworks.

It was noted that the recommendations to be submitted along the way will also be considered at the further stages of discussion of the package.

Deputy Head of Police Ara Fidanyan, First Deputy Minister of Emergency Situations Artyush Grigoryan, Head of the Migration Service of the Ministry of Territorial Administration and Infrastructure Armen Ghazaryan also delivered welcoming speeches. The colleagues stated that the establishment of the Ministry of Internal Affairs will assume contextual changes in each institution being unified, which will have a positive impact on the public.

An active discussion was conducted within the framework of the public hearings; an agreement was reached to the effect that the issues that will assume clarification of further solutions beyond the package will be discussed within the framework of thematic working groups, which will allow making the solutions expected following the legislative initiatives more vivid.

Representatives of state bodies, international organisations and civil society organisations supporting the sectoral reforms participated in the meeting.
