Problems of the Law "On regulatory legal acts" discussed

From 2 to 3 August 2019, an outgoing working discussion to address the problems of the Law "On regulatory legal acts" and devise solutions to those problems was held with the participation of First Deputy Minister of Justice Rafik Grigoryan in the city of Tsaghkadzor. Representatives of the Office of the Prime Minister of the Republic of Armenia, public administration bodies, the Judicial Department and the Chamber of Advocates participated in the discussion. A number of issues were touched upon within the scope of the discussion, particularly the appropriateness of establishment of a hierarchy of regulatory legal acts, the expert examination of regulatory legal acts, official clarifications, the interpretation of regulatory legal acts and the procedures for overcoming legal clashes and the status of the legal acts adopted within the scope of the Eurasian Economic Union, as well as other issues. Besides the discussion on problems that the Law "On regulatory legal acts" may cause, the issue of introducing a system for monitoring regulatory legal acts was also touched upon. It should be mentioned that the creation of preconditions for ensuring monitoring of regulatory legal acts was envisaged as an action in Annex No 1 approved by the Decision of the Government of 16 May 2019 ''On approving the Action Plan of the Government of the Republic of Armenia for 2019-2023'', which will be implemented by enshrining the authorising norm for establishment of the procedure for monitoring of regulatory legal acts and by establishing the procedure for implementation of monitoring of regulatory legal acts.
