Draft Law of the Republic of Armenia "On regulatory legal acts" considered

A discussion on the draft Law of the Republic of Armenia "On regulatory legal acts" was held on 26-27 May with the participation of Deputy Minister of Justice of the Republic of Armenia Artur Hovhannisyan and with the support of the German Society for International Co-operation (GIZ).

Around three dozens of representatives invited from the stakeholder bodies attended the meeting held within the framework of the GIZ Programme "Legal Approximation towards European Standards in the South Caucasus". International experts Frederick Vitten, (Germany) and doctor-professor Otto Luchterhandt (Hamburg University) participated in the discussion as well.

The development of the draft Law of the Republic of Armenia "On regulatory legal acts" is conditioned by both the amendments to the Constitution of the Republic of Armenia adopted on 6 December 2015 and the need for developing new legal regulations based on many recommendations on reforming the legislative process included in the OSCE/ODIHR Assessment of the Legislative Process in the Republic of Armenia for 2014.

During the discussion, a reference was also made to the introduction of a number of new institutions included in the draft, such as planning for the development of regulatory legal acts, new requirements for public considerations, legal monitoring, etc. The draft was considered, taking into account the experience of Germany, as well as European and CIS countries. The experts' observations were followed by a professional discussion aimed at modifying the draft Law.
