Head of the department

Born on 27 February 1979 in the city of Yerevan.
EDUCATION
1996-2001 — studied in the Law Faculty of the Academy of the Ministry of Internal Affairs of the Republic of Armenia and graduated with qualification of lawyer and with honours.
2002-2007 — studied in the Institute of Philosophy, Sociology and Law of the National Academy of Sciences of the Republic of Armenia.
From 4 June 2019 to 14 June 2021, she was accredited by the John F. Kennedy School of Government of Harvard University as a public policy and leadership specialist.
2022-2023 — Studied at the American University of Armenia, Master of Arts in Human Rights and Social Justice.
INVOLVEMENT IN SCIENTIFIC/PROFESSIONAL INSTITUTIONS
On 29 September 2009, she was awarded a certificate of entitlement to a licence of an advocate by the Qualification Commission of the Chamber of Advocates of the Republic of Armenia.
2012-2014 — actively participated in the activities for preparation and co-ordination of reports that are implemented by the Armenian delegation of the Council of Europe's Group of States against Corruption (GRECO).
In 2013, she was the translation expert and co-author of the "International Migration Law No 30: Glossary on Migration (Armenia)" of the United Nations International Organization for Migration.
In June 2016, she was the representative and rapporteur of the expert group of the Police of Armenia in the second component ("Professional Ethics and Fight against Corruption") of the Eastern Partnership Police Cooperation Programme held in the city of Wiesbaden, Germany.
2016-2018 — she was a member of the working group for concluding observations concerning the Third Periodic Report of Armenia of the United Nations International Convention on Civil and Political Rights.
2017-2018 — she was an expert in the human rights working group for drafting the project "Armenia's Development Strategy, 2030" of the Center for Strategic Initiatives.
Since April 2019, she is an Associate Member of the Royal Institute of International Affairs in London.
Since July 2021, she is a member of the International Network of the National Judicial Trainers.
From July 2021 to 11 April 2022, she was the national coordinator of the Council of Europe HELP distance learning platform for legal professionals.
From July 2021 to 11 April 2022, she was the national coordinator of Armenia for the programme entitled "Hate Crimes: Training for Prosecutors" carried out under a Memorandum of Understanding concluded by the Organization for Security and Co-operation in Europe and the Office for Democratic Institutions and Human Rights (OSCE/ODIHR), the Academy of Justice of the Republic of Armenia, the Prosecutor General's Office of the Republic of Armenia and the Investigative Committee of the Republic of Armenia.
From February to May 2022 — she taught judges, prosecutors and investigators the subject "Women's Access to Justice" as a trainer of the Council of Europe and the Academy of Justice.
From April to August 2022, she was an expert in the second round of review of implementation of the United Nations Convention against Corruption.
From May to September 2022, she was an expert of the Council of Europe on combating discrimination, hate speech and hate crimes.
Since October 2022, she is the member of the European Committee on Legal Cooperation (CDCJ), and CDMSI Steering Committee on Media and Information Society.
She is a trainer accredited by the Council of Europe, the European Union, the Organisation for Security and Co-operation in Europe, the Organisation for Economic Co-operation and Development, the Department of State of the United States of America in the fields of human rights, ethics, integrity, fight against corruption, gender equality, combating discrimination and hate speech.
She is author of numerous scientific articles, co-author of two educational manuals of the Council of Europe and the European Union, as well as editor of a book.
WORK EXPERIENCE
Since 23 August 2001, she has worked in the Organisational-Analytical Division and the Division for Relations with Educational Institutions of the Legal Support Department of the Ministry of Internal Affairs of the Republic of Armenia.
From 23 January 2003 to 10 September 2008, she worked in the Administrative-Legal Unit of the Legal Support Department of the Police of the Republic of Armenia.
From 10 September 2008 to 22 July 2011, she worked in the Division for Legal Protection of the Legal Department of the Police of the Republic of Armenia.
From 22 July 2011 to 23 February 2012, she worked in the Division for Reforms and Development Programs Coordination of the Organisational-Analytical Department of the Police Headquarters of the Republic of Armenia.
From 23 February 2012 to 12 August 2016, she worked in the Division for Legal Expert Examinations of the Legal Department of the Police of the Republic of Armenia, holding the position of Senior Inspector on Particularly Important Assignments.
From 12 August 2016 to 9 August 2019, she held the position of Senior Inspector on Particularly Important Assignments in the Division for Legal Expert Examinations of the Legal Department of the Police of the Republic of Armenia.
On 9 August 2019, she was dismissed from service in the Police of the Republic of Armenia due to retirement after her long-standing service. She is a former Lieutenant Colonel of Police.
In October 2019, she was a short-term expert of Transparency International Armenia Anti-Corruption Center.
From 18 November 2019 to 1 March 2020, she worked at "ARMBUSINESSBANK" CJSC on contractual basis.
From 1 April 2020 to 30 May 2022, she was a national expert in the Council of Europe project "The Path towards Armenia's Ratification of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence".
From August to September 2021, she was a short-term expert of Konrad-Adenauer-Stiftung Foundation (KAS).
From 8 July 2021 to 11 April 2022, she worked at the "Academy of Justice" State Non-Commercial Organisation as a Chief Specialist and International Programmes Co-ordinator in the Unit of Organization of Scientific Research and Programmatic-Methodological Activities.
From 27 April to 24 August 2022, she performed the duties of Head of the Department for Ensuring Operation of Staffs of the Supreme Judicial Council, the Judicial Department, the General Assembly of Judges and courts of the Republic of Armenia.
From 25 August to 6 October 2022, she worked at the Ministry of Justice of the Republic of Armenia as an adviser co-ordinating certain functions within the structural subdivisions.
On 7 October 2022, she was appointed as Head of the Department of International Legal Cooperation at the Ministry of Justice of the Republic of Armenia.

Fluent in Armenian, English and Russian.
Married with two children.
INCENTIVES
She has received incentives from the administration of the Police of the Republic of Armenia 9 times.
In different years, she has been awarded the 1st degree medal (2016), 2nd degree medal (2011) and 3rd degree medal (2006) for "Long-standing Service in the Police", a badge for "Excellent Service in the Police" (2013) and the "Bulwark of Law" medal under the orders of the Head of Police of the Republic of Armenia.
She has been awarded an early rank of "Lieutenant Colonel of the Police" (2014) under the order of the Police of the Republic of Armenia.
PROFESSIONAL TRAININGS
She has taken training courses at the judicial schools in Italy and France, Germany, the San Remo branch of the Geneva International Institute of Humanitarian Law, etc. She has participated in numerous national, foreign and international trainings, high-level conferences, workshops, seminars, the sessions of the steering committees of various international organisations, etc.
