Citizens to be able to address the CSAR body most appropriate for them in terms of territory starting from 1 September

Starting from 1 September 2019, citizens will be able to address the preferred territorial body of Civil Status Acts Registration or the Civil Status Acts Registration Agency of the Ministry of Justice of the Republic of Armenia for registering civil status acts, performing other functions arising from that, including receiving duplicates of certificates and statements of information on state registration of civil status.

The duplicate of a certificate or statement of information on state registration of civil status will be issued on the same day that the application of a citizen is entered into the body of Civil Status Acts Registration, if:

-       the requested civil status act has been registered after 30 September 2014 or

-       a citizen has received the duplicate of a certificate or statement of information after 30 September 2014 or

-       the requested civil status act has been registered prior to 30 September 2014 and is digitised in the electronic governance system of Civil Status Acts Registration. Verification of a civil status act in the electronic governance system of Civil Status Acts Registration shall be carried out at the moment of entry of application by an employee of the body of Civil Status Acts Registration.

If a civil status act requested in the electronic governance system of Civil Status Acts Registration is not digitised, the duplicate of a certificate or statement of information is issued no later than within three working days.

Registration of civil status acts in Armenia is completely undergoing the transition to electronic issuance of certificates, duplicates of certificates and statements of information on registration of civil status acts.

After performing registration of a civil status act, as well as after the end of proceedings of an application on issuing the duplicate of a certificate or statement of information, the requested certificates, the duplicates of those certificates or the statements of information will be forwarded to the persons referred to in the registration of a civil status act — to the official website www.e-citizen.am and the e-mail address provided by the citizen.

As a result, a citizen is provided with the opportunity to always have the certificates and statements of information on registration of civil status acts regarding him or her in a computer, telephone and in other technical means for maintenance of information.

Verification of the authenticity of certificates or the duplicates of those certificates or statements of information may be carried out by entering the number generated through the electronic governance system placed on those certificates, duplicates of certificates and statements of information on the website www.e-verify.am or use the rapid reaction password placed on them.

Upon the request of a citizen, the bodies of Civil Status Acts Registration are obliged to issue a certificate, the duplicate of a certificate or statement of information on paper.

Pursuant to the Law of the Republic of Armenia "On state duty", AMD 3.000 shall be levied for the duplicates of certificates, and AMD 2.000 shall be levied for issuance of a statement of information.
