Procedure for lump-sum childbirth benefit simplified

The presentation of the system for on-line submission of applications for lump-sum childbirth benefit took place in Yerevan; the system was realised by combining the electronic systems of the Ministry of Justice of the Republic of Armenia and the Ministry of Labour and Social Affairs of the Republic of Armenia.

Minister of Justice of the Republic of Armenia Davit Harutyunyan, Minister of Labour and Social Affairs Artem Asatryan, UN Resident Coordinator/UNDP Resident Representative in Armenia Bradley Busetto, EU representative Gregory Tsouris, Deputy Minister of Justice of the Republic of Armenia Suren Krmoyan, Head of the State Social Security Service Hovhannes Sahakyan and others participated in the event.

Attaching importance to the initiative, Davit Harutyunyan noted that, in the first stage of combining the two systems, citizens are given an opportunity to submit to the Civil Status Acts Registration bodies the applications for childbirth benefits in an electronic format. The Minister added that combining the electronic systems of justice and social sectors will result in the reduction of administrative and corruption risks, in the enhancement of citizens' satisfaction with the quality of services being rendered by state bodies, as well as in the saving of time.

"The Ministry of Justice is one of the advocates for the policy of continuous introduction of electronic management systems, which is evidenced by the operation of a number of new systems in the area of electronic management. One of the vivid examples of this is the website www.e-draft.am, which ensures the process of organising on-line public consultations on draft regulatory legal acts and summarising proposals submitted by the civil society," Minister of Justice Davit Harutyunyan said and added with satisfaction that the activities connected with the operation of the systems “e-apostille.am, e-license and e-hotline” are coming to an end.

Minister of Labour and Social Affairs of the Republic of Armenia Artem Asatryan noted that it is envisaged to expand the list of rendered services in the nearest future and also shift, starting from January 2018, to granting in this way lump-sum childbirth benefit for the third and following children.

It is worth mentioning that the system was realised as a result of implementing the idea presented in the "Public Innovation" contest held with the support of the UNDP and with the assistance of the European Union.
