Workshop on Article 2 of the European Convention on Human Rights

On 17 and 18 October a workshop on Article 2 of the European Convention on Human Rights was held in Aghveran. The aim of the workshop was to improve the professional knowledge of the Staff of the RA Government Authorised Representative before the European Court of Human Rights with respect to the peculiarities of application of Article 2 of the European Convention. Substantive and procedural aspects of the right to life guaranteed by the Convention were discussed during the workshop, namely the practical issues covering positive obligation of a State to protect the right to life and the obligation of conducting effective examination. Besides, issues concerning the end of life and bioethics, as well as the correlation between Article 2 and Article 15 of the Convention — providing for the cases and extent of derogation from obligations in time of emergency — were discussed. Meanwhile, a number of European Court case-laws were analysed; current developments, as well as specific issues to be clarified while deciding on violations of rights under the Convention were presented.
